Headquarters
In the heart of the new Parque Industrial Puebla 2000 lies Aduana Interior, an import/export international body. Symposium #PI7621 maintains few other holdings directly. Most employees at any Union site in the city (per usual) are unwitting, unEnlightened proles. Beyond this unimpressive, nondescript, and modestly sized 2-story corporate office building, nothing might give away the headquarters’ empowered presences. Beneath the plain structure, multiple sub-basements support the thriving hub of this construct’s work.
The Syndicate dominates Union affairs in Puebla. The hidden rooms of Aduana Interior reflect that. There are few laboratory spaces for more physical or biological research in this place. Instead, offices and vaults occupy the Aduana’s underground facilities. This tends to suit most NWO agents adequately but the other Conventions must make due elsewhere, and tend to insinuate themselves into academic communities in the city’s higher education system.
Nodes
The Union possesses control of no Nodes in Puebla. One of the primary tasks of the EFD in the construct is to locate one as of yet unclaimed or forgotten by the RDs of the area. Their search is not limited to the city and many investigators focus on the mountain ranges.
Defenses
All access to the lower levels beneath Aduana is hidden and code-restricted (and quite hack-proof). Electronic security dominates, alerting Control to possible intruders. A small contingent of enforcers standard for the Union are at Control’s disposal. They may not be able to purify Puebla of its superstitions and monsters, but they can damn well defend themselves.

Citizens
Citizens, also known as “proles”, are the equivalent of “Acolytes” for the Union. Symposium # PI7621 maintains on average close to 1,000 citizens in its employ (across the Conventions). However, the vast majority (over 975 of them) are ignorant of the true power they serve. They are government officials, low-level corporate executives, lawyers, nurses, and telephone operators—all sorts across the spectrum of humanity, in every walk of life. These Citizens are subjected to the most basic levels of Conditioning to keep them on the right track. While this scarcely immunizes them to supernatural manipulations like vampiric mind control, so-called Mind magick, or worse, this does mean that when they are not subjected to those powers, they are doing what the Union wants. Therefore, when they stop doing what the Union wants, agents may investigate to find out why their proles are misbehaving...and RDs may find the handy pawn they just ensorcelled to be under more protection than they could have guessed!
The Citizens that are "in the know" typically work directly for the Union, in their bases or in the field attached to Enlightened agents as back-up (such as unEnlightened Men in Black).
