Mortals & Influences
The Shinma of the Court of Emerald Eyes frown on direct meddling in mortal affairs. The Court itself does not extend power over any particular human institution or organization. It only watches and guards humanity against unwanted influences. That includes particularly watching out for Kin-jin servants trying to infiltrate the district痴 cultural or business network.
The hsien, however, are very active in mortal festivals. They encourage the celebration of almost all holidays, at least those native to Asian culture. They also keep special watch over the Ten Do Zone, the strip of religious structures in Little Asia where also stands the Lodge of Jade.
The only mortals that the hsien exert any direct control over are the half-dozen Shinto priests and priestesses who inhabit and administer to the public at the Lodge of Jade. These persons are not mind-controlled in any way. They accept the Shinma as servants of the kami, and protect their secrets from the public.
