Camarilla
Oulu is ostensibly under Camarilla rule. The Prince and his council of Primogen rule the city with care and pragmatic views. They are invested in the city’s infrastructure, as well as its commercial and innovative industry. Like the Finnish people of Oulu, these vampires tend to be reserved and practical, yet friendly when properly and courteously approached.
Key Locations
The Prince and some Primogen often present themselves publicly to their Kindred subjects in the main Elysium of Oulu, a nightclub called the Basso Club. It’s located in the Pokkinen District, which is in the heart of the city. Another important site is located just over the bridges past the Oulujoki River in the Tuira District. Here stands the Hiljainen Kirjasto: the Silent Library. This nexus serves as the local Tremere chantry.
Clan Structure
All seven traditional clans are represented. The Ventrue, Toreador, Tremere, and Nosferatu all dominate political intrigues. Malkavians in town have little interest but also, thankfully, seem to be completely disconnected from Louhi and any secret Malkavian Madness Network tampering she could be or is scheming. There are a few Brujah and Gangrel who swear fealty to the Prince, often acting as enforcers of the Traditions. Most of those become Anarchs, however.
Rules
The Traditions are all upheld, including and especially the Masquerade (as usual). The only additional rule is that any identified Keskinen revenant must be turned over to the Prince and/or his sheriff or scourge.
Sabbat
The Sabbat have claimed much of Northern Europe already. Finland is next on their conquest list. To that end, they have established a base (simply called Tuki’) in Ylievieska, a rural municipality located south of Oulu proper. The small presence of Sabbat depends on competence espionage, sabotage, and potential assassination. Consequently, the Black Hand oversees operations here and all pack members must be good enough to be in the Hand if they haven’t joined it already. For now, “precision opportunism” is the strategy.
Anarchs & Autarkis
The Keskinen are considered enemies of the Camarilla as much as the Sabbat. The Valkyries are generally given a pass unless they threaten the Masquerade, which rarely happens anyway. They may be Anarchs but they’re not stupid and brutish Sabbat thugs who are so callow (even in the Old World, it seems) that they forgot what the Burning Times were like for the Kindred. The Valkyries do not fly on pegasi, of course, but they do enjoy their roadster motorcycles, predominantly Harley-Davidsons. These Gangrel Anarchs maintain a shelter called Nojaa, essentially a longhouse, located out in the Pilpasuo Mires about five miles east of the city.
The Keskinen meanwhile enjoy a large and rich mansion, complete with secret basements to conduct their dark hedge magic rituals. They call the place Mustanurkka. It is found in Merijärvi, a rural municipality south of Oulu proper. The Keskinen are a revenant ghoul family that serves Louhi directly (she communicates from torpor with Auspex and/or blood magic). Louhi is considered an Autarkis renegade, but she’s actually one of the high-ranking members of the (True) Black Hand who are in the know and willing service of the Aralu. Rumor has it that there are Inconnu agents in the area specifically tasked with finding and destroying Louhi (other rumors say the Inconnu mean to help her).
