Factions


There are no “factions” in Macau. The Yellow Springs is indisputably in command of the necropolis now.

Dark Kingdoms
The Dark Kingdom of Jade rules here. A Mandarin oversees the affairs of the dead from Tung Coeng. He has a single Immortal Guard officer on hand for prime enforcement, plus plenty of soldiers and bureaucrats. The city’s main concerns are wrangling constant kuei and frequent Maelstroms that blow in from the Tempest (and the Spectres that often ride them). Rebuilding sheltering infrastructure is a constant chore, but the expected duty of the Yellow Springs government. Obedience is expected, and enforcement is harsh. Fairness and evenness of the law is questionable. Many corrupt officials take advantage of Enfants new to the Underworld if they have no friends or relatives waiting for them, indenturing even Chinese souls as personal servants or slaves. However, that same enforcement provides effective protection against violent and dark spirits. Just don’t go into Catharsis around the Mandarin or his magistrates…

Renegades
There are no Renegade “factions” per se but rather a gathering of those non-Chinese ghosts lucky enough to evade the imperial slavers. A few brave spirits deliberately Reap the Dead under the Empire’s nose so they can keep their fellow non-citizens free. They take refuge at the Ruins of St. Paul’s Cathedral (which manifests as a whole church in the Shadowlands). The cathedral is found in the Santo António District, on the western side of peninsular Macau. There is no formal organization. The freewraiths just take care of each other the best they can.

And informal leaders in the church actively denounce anyone who dares to suggest they should organize a rebellion. That is because it’s obvious the Yellow Springs is aware of the hide-out and chooses to ignore it. They would not be so kind if the spirits there attacked their neighbors. Of course, if the source of kuei were to dry up and significantly reduce white jade output, the Mandarin would probably call for a raid of the cathedral.
